(Summarized)
The Japanese comic world has indeed played a major role in promoting sports, and its influence is boundless. Many people truly believe that Captain Tsubasa, among others, has helped enlighten the public and develop what was then a sport that was relatively minor in Japan -- soccer.
Japanese sports comics are generally divided into two, "ball games" and "combative sports", with the mangas Kyojin no Hoshi (baseball) and Ashita no Joe (boxing) starting the trend.
Japan has a lot of baseball and soccer comics, followed by tennis with titles such as Aozora Standby, Prince of Tennis and Sho no Densetsu. These led to the emergence of tennis players such as Shuzo Matsuoka, Kimiko Date-Krumm, and Kei Nishikori.
For badminton, there's Ichiban!!, Yamato no hane, and Smash!
Volleyball has Perfect Match and Attack No.1, while basketball not only has Slam Dunk, but also HI5, DRAGON JAM, and BUZZER BEATER.

Slam Dunk's enormous popularity did not translate to the popularity of basketball, though.
And recently, that's also true with Kuroko.
Why doesn't basketball become popular even if the manga becomes a hit?

If you're talking about tennis comics, there's Ace wo nerae, and Nishikori probably was from the TeniPuri generation.
Well, it's hard to imagine Nishikori looking up to TeniPuri, though.

Captain Tsubasa and Ganbare Kickers definitely increased the sporting population.
Captain Tsubasa was just so damn amazing and that basically overshadowed Ganbare Kickers, though.
Eleven and and Kattobi Itto were in monthly comics so it wasn't read that much by the young boys, I guess.

つまり政府や地方自治体が環境をある程度は作ってあげないと難しいだろうね
少なくてもキャプテン翼さえあれば勝手に育つというものでは無いだろうなぁ
There might be people who would set their goals after reading the manga, but I think what's important is that these have been paving the way for people who want to do sports.
Which means that realizing those dreams will be difficult unless the government and local municipalities provide them with an ample environment to do so.
It's not like people will start developing just because of the existence of Captain Tsubasa.
とくに巧妙な密室トリックが行われた殺人事件が起きたというニュースも聞かないし。
I've heard of people being influenced by manga and start doing things, but I've never heard of people who were influenced by novels. Especially murders in secluded areas that make use of ingenious tricks and such.

But I do recall some crimes in the past which were based on crime novels.
I think there was a drama based on a crime novel, and something about that drama being shown a few days prior to the actual crime itself, and that the plan of the crime which was written in some sort of memo pad looked exactly like what happened in the novel.
Well, compared to manga which the reader can intuitively understand, you still have to read and understand the novels first. There's like an added step. There are also some people who'd already stumble before reading it, since they can't read the kanji characters.
The manga Ace of Diamond that's published in Magazine is pretty good

Captain Tsubasa's influence not only in Japan, but to the entire soccer world, has been massive.
Slam Dunk led to basketball becoming popular, but the stupid association didn't do it any favors as it did not develop.
For baseball, I think Dokaben was more influential than Captain?
There's also Gamba! FlyHigh! which isn't that popular, but influenced and gave birth to someone like Kōhei Uchimura.

What Slam Dunk has brought to China
http://business.nikkeibp.co.jp/article/world/20070926/135915/
The Japanese anime boom reached its peak in China when Slam Dunk began airing there in 1996. An unprecedented basketball fever swept the entire nation, as countless youths were all crazy about basketball, from grade school, middle school, high school, and college.
Captain Tsubasa which was popular in Asia and Europe from the '80s to the '90s was also a hit in China, but it was nothing compared to Slam Dunk's fame.
And Slam Dunk has actually changed China's basketball world. A "basketball boom" far greater than what happened in Japan ensued.
